Are RTA tanks hard to build on?

First couple of times, yeah - getting the wicking right takes practice. After that it becomes routine. Mesh RTAs are the easiest to start with since the coil just drops flat.

What's the difference between a single coil and dual coil RTA?

Single coil is simpler, uses less liquid, and tends to give a purer flavour. Dual coil runs hotter, makes more vapour, and drains the battery faster. Most people start with a single coil.
