Shortfill e-liquid is vape juice sold at 0mg nicotine in a bottle that isn't completely full. A 100ml shortfill actually comes in a 120ml bottle with 100ml of liquid inside. That 20ml of empty space at the top is where your two nic shots go. You buy the bottle, drop in your nic shots, shake it up, and you're done.
The reason shortfills are sold this way comes down to TPD law. UK rules only allow nicotine containing e-liquid in 10ml bottles, so anything bigger ships at 0mg. Shortfills let you buy in bulk and add your own nicotine at home, which works out far cheaper than buying ten separate 10ml bottles.

50ml shortfills come in 60ml bottles and take one nic shot. These are good for trying a new flavour without spending much. Brands like Six Licks and Wick Liquor release their ranges in this size. Expect to pay between £5 and £10 for a 50ml bottle.
100ml shortfills are the most popular size and the one most shortfill brands build their ranges around. You get 100ml of liquid in a 120ml bottle with room for two nic shots. Prices start from £3.99 at Ecigone, and at that price a 100ml shortfill costs less than two 10ml nic salt bottles for ten times the liquid.
200ml shortfills give you the lowest cost per ml and take four nic shots. Fewer brands make this size, but the ones that do usually stock their best sellers in it. If you already know the flavour you like, 200ml is the way to go.
